In the liberal Western world, opposition to Zionism has often focused on Britain since it was Britain's decision to create a Jewish homeland in Palestine. The decision was controversial from the start as some British people believed the Balfour declaration undermined Britain's relationship with Moslems in the Middle East and India. Racism was widespread at this time and many racists regarded British support for Jews or Zionists as undesirable. Between 1919 and 1939 the British government steadily reduced its support for Zionism. In 1939 Britain formally announced its intention to create an Arab state in Palestine and remained in opposition to Zionism until 1949.

The analogy between South African apartheid and Zionism is false at another level too. South African capitalism, both under apartheid and since, is rooted in the brutal exploitation of black labour in the mines and factories. Thanks to its size and centrality to social production, the black South African proletariat has tremendous potential power. In contrast, Zionist Israel is based on the exclusion of Palestinian labour. In the decade following the Oslo accords, the Zionist rulers displaced another quarter million Palestinian workers, replacing them by workers from Asia, Africa and East Europe. This further underlines how Palestinian social and national liberation can only come through common class struggle by the Hebrew-speaking and Arab workers against both the Israeli and Arab ruling classes, which are likewise oppressors of the Palestinian people.

Zionism is essentially Jewish nationalism maintained by violence. It became serious about a century ago, accelerated with the break-up of the Ottoman Empire and really got off the ground with the British Balfour Declaration which promised Zionists a 'homeland' in Palestine in exchange for certain services to the British Empire. The famous declaration contained the impossible condition (now universally forgotten) that the Jewish homeland was not to be at the expense of the majority Arab population of Palestine. The actual Zionist state did not come into being until authorized by the United Nations at the end of World War II. Its subsequent hallmark characteristics have been open defiance of many, many United Nations criticisms of its racist policies and human rights abuses against the Palestinian Arabs; eradication of Palestinian villages within Israel by bulldozer; occupation of territory beyond its internationally mandated borders by violence; and the planting of its citizens in occupied territory in violation of international law. These actions would amply justify the label of 'rogue state' if pursued by any other country.
