Grumbling delegates to a World Trade Organization meeting finally began their negotiations in earnest yesterday after Seattle police shut down any possibility of a second day of chaos on the nearby streets. Backed by the National Guard and another 350 state troopers, close to 1,200 Seattle riot police cordoned off the downtown core, arresting hundreds of protesters who managed to sneak into the no-go zones. GENEVA--Pascal Lamy of France is leading in the race to head the World Trade Organization, in front of three other nominees, the head of the selection process said. Lamy, the former European Union trade chief, emerged as the top candidate in the first round of consultations with member states.
