A free trade dispute which concentrated on prohibition of online gambling by the US had an encouraging finish , since The World Trade Organization (WTO) has ruled in favor of Antigua and Barbuda. As indicated by Sir Ronald Sanders, Antigua’s ambassador to the WTO: “This is justice done and a victory for the WTO dispute system…the U.S. is under an obligation to repeal their laws”.
Ukraine Joins the W.T.O. The World Trade Organization’s highest court, backing a European Union complaint, upheld a ruling finding that Brazil illegally bans imports of retread tires for vehicles. Appellate judges agreed with a June 12 decision that the restriction was unjustified because Brazil imports used tires for making retreads, so it would be unfair to prevent imports of the finished retread product.
While the GATT functioned well enough, the leading members wished to replace it with a world-wide trade-regulating body like the WTO for a number of reasons. First, the GATT rules applied to trade only in merchandise goods. In addition to goods, the WTO covers trade in services and trade-related aspects of intellectual property (through the agreement on Trade-related Aspects of Intellectual Property Rights—TRIPs). Second, while GATT was a multilateral instrument, by the 1980s many new agreements of a plurilateral, and therefore selective nature had been added. The agreements which constitute the WTO are almost all multilateral and... involve commitments for the entire membership. Third, The WTO dispute settlement system is faster, more automatic, and thus much less susceptible to blockages, than the old GATT system.

Caught between clashing demands of poor nations and the American labor movement, the administration struggled to work out a compromise that would have the trade organization set up a study group on labor standards. Such a move is widely seen as a first step toward having the body consider issues like child labor and workers' rights when setting trade rules. But the negotiations, never easy, stumbled badly after President Clinton stunned the delegates, and even his own negotiators, when he told The Seattle Post-Intelligencer this week that the trade group should at some point use sanctions to enforce core labor rights around the world. The GATT was a set of rules, a multilateral agreement, with no institutional foundation, only a small associated secretariat which had its origins in the attempt to establish an International Trade Organization in the 1940s. By contrast, the WTO is a permanent institution with its own secretariat. Moreover, the GATT was applied on a "provisional basis" even if, after more than forty years, governments chose to treat it as a permanent commitment while the WTO commitments are fully and functionally permanent.
