An interpretation of any WTO multilateral trade agreement can be adopted by a majority vote of at least three-quarters of WTO members. WTO's Ministerial Conference can, by a majority vote of three-quarters of its members, waive a member country's obligation under a multilateral trade agreement. Multilateral trade agreement provisions can be amended by an approval vote of all members, or under certain circumstances, a two-thirds majority vote of the members. Finally, a two-thirds majority vote of the Ministerial Conference is necessary for the admission of new members.
The global minimum standard for patents and other forms of intellectual property is set by the World Trade Organization (WTO). Members of the WTO, which include every significant economy in the world except Russia, must provide at least the monopoly protections mandated by the Agreement on Trade-Related Aspects of Intellectual Property (TRIPS); they may provide longer or more robust monopolies, if they choose.
The WTO Agreements cover trade in goods, services and intellectual property. There are ... provisions on investment in relation to goods and plurilateral agreements for civil aircraft and government procurement. The agreements spell out the principles of liberalization, and the permitted exceptions. They include individual countries' commitments to lower customs tariffs and other trade barriers, and to open and keep open services markets. They set procedures for settling disputes. They prescribe special treatment for developing countries.

The origin of the WTO can be traced back to the creation of the International Trade Organization at the 1944 Bretton Woods' Conference. While the terms of the ITO charter were being drafted and debated (a process which began in February of 1946 and lasted until their a final draft was produced in March 1948) and countries pondered whether they would join the organization, representatives from a group of 17 nations assembled in Geneva and concluded an interim agreement (GATT) to lower trade barriers and tariffs among themselves. The agreement, which was to take effect on 1 January 1948, was not meant to be a permanent trade body but rather a stopgap agreement to serve until the time that the ITO would be put in place.
Technical assistance and training: The IMF, the WTO, and other international organizations and donors often work together to help countries improve their ability to trade. In particular, they have developed the Integrated Framework for Trade-Related Technical Assistance to Least-Developed Countries, with a view to strengthening the capacity of these countries to formulate trade policy, negotiate trade agreements, and tackle production challenges in their domestic economies. In addition, the Integrated Framework seeks to ensure that poorer member countries incorporate appropriate trade reforms into their Poverty Reduction and Strategy Papers (PRSPs), which form the basis for concessional support by the IMF and the World Bank.

Modern treaties and trade agreements are negotiated by representatives of participating governments, and interested parties or NGOs. Concessions are allowed before the agreement is accepted by both parties. The historical signifigance of the WTO agreements is, in part, the erosion of national sovereignty of member nations, thanks to some of those concessions. Concessions usually are in the form of reduced or eliminated tariffs and quotas, but ... extend to environmental, labor and humanitarian law.
