The World Trade Center was a complex of several buildings around a central plaza in New York City. It was designed by American architect Minoru Yamasaki, and was one of the most striking American implementations of the architectural ethic of Le Corbusier, as well as the seminal expression of Yamasaki's gothic modernist tendencies. Constructed in the early 1970s under the auspices of the semi-autonomous Port Authority of New York and New Jersey, the WTC consisted of 7 buildings, but its most notable features were the huge and characteristic twin towers. The New York Port Authority, which owns the World Trade Center, is aware of terrorism occurring around the world and that the WTC is vulnerable to attack. It has therefore created the Terrorist Intelligence Unit within its police department, headed by Detective Sergeant Peter Caram, to gather information about terrorist groups and assess the vulnerability of its numerous facilities to attack. On this day, Caram writes a memo to the assistant superintendent of the Port Authority Police Department, reporting that the FBI has uncovered a terrorist threat: Two supporters of Ayatollah Khomeini are allegedly planning to bomb the WTC in the near future. Although the attack never occurs, this is the first of numerous occasions during the 1980s where the WTC is considered a potential target for a terrorist attack.

The idea to build a World Trade Center in New York City was conceived by the Downtown-Lower Manhattan Development Corporation around 1962, when the area around the Battery was beginning to deteriorate. New York's Rockefeller family was largely responsible for promoting this project and urging the Port Authority of New York and New Jersey to seriously consider this revitalization plan.

The concept of the World Trade Center was conceived in 1960 by the Downtown-Lower Manhattan Development association, long before asbestos warnings were issued. The development association wanted to revitalize the area, which was dominated by electronic stores. David Rockefeller, the founder of the association, along with his brother, pushed hard for the revitalization project, insisting that it would benefit all of New York.
