In addition to being outside of the purpose of Whois, the publication of registrants’ personal information creates serious implications for free speech. PHR2005 expresses concern that the ICANN has not acknowledged the right of individuals, such as human rights advocates, to maintain anonymous web addresses.

If a WHOIS client did not understand how to deal with this situation, it would display the full information from the registrar. Unfortunately, there is no standard in the WHOIS protocol for determining how to distinguish the thin model from the thick model.
This is whois3, a very simple and generic whois client. This client, unlike the classic whois client, does not check for supported flags at the client side, except for -h (whois host) and -p (whois port).

New Procedure for Handling WHOIS Conflicts with Privacy Law Proposed ICANN has posted a notice of implementation of its revised Procedure for Handling WHOIS Conflicts with Privacy Law. The procedure will be posted for 30 days, and is planned for implementation in January 2008. The procedure describes how ICANN will respond to a situation where a registrar or registry indicates that it is legally prevented by local or national privacy laws or regulations from complying with the provisions of its ICANN contract regarding the collection, display and distribution of personal data in the WHOIS database. EPIC has pointed out in comments and publications how current WHOIS policies conflict with national privacy laws. (Dec. 19, 2007)

Originally the only method by which a WHOIS server could be contacted was to use a command line interface text client. In most cases this was on a Unix or Unix-like platform. The WHOIS client software was (and still is) distributed as open source. Various commercial Unix implementations may use their own implementations (for example, Sun Solaris 7 has a WHOIS client authored by Sun).
