This requirement stems from the need to build trust in the whistleblowing system and to eliminate the risks of stigmatisation of reported individuals during both phases of collection and of investigation of the reports. Thus, it does not equate with a general confidentiality duty that the person could be generally subjected to (for instance, on all documents that he or she could become aware of as part of its responsibilities within the organisation).
