Today, West Virginia is a national leader in incorporating technology and 21st century skills into the classroom. Earlier this year, Education Week's Technology Counts 2007 awarded the state a grade of A for access to technology and a grade of A- for the use of technology. Since 2000, nearly 6,000 teachers across all 55 counties in West Virginia have participated in professional development using Thinkfinity or its predecessor, MarcoPolo.

The U.S. Chamber Institute for Legal Reform released a study April 25 showing that Delaware has the best legal climate in the country, and West Virginia has the worst. Those are among the findings of Lawsuit Climate 2007: Ranking the States, an annual assessment of state liability systems conducted by the nonpartisan polling firm Harris Interactive.

West Virginia has approximately 272 law enforcement agencies that serve 1.8 million residents. The majority of these law enforcement departments are very small, consisting of between two and five members. County and state law enforcement officers are often responsible for large rural jurisdictions with difficult mountainous terrain.

Originally part of the state of Virginia, the residents of the counties that became West Virginia split from the rest of the state in part due to a disagreement over the issues of slavery and secession. These counties elected to remain with the Union, and the new state was born on June 20, 1863. The population of the state today is around 1.7 million people. The capital city is Charleston, and the state motto is "Mountaineers are always free."

West Virginia remained part of the larger colony and then state of Virginia until the Civil War. Tension between the two regions of eastern and western Virginia was evident in the early nineteenth century. The Virginia constitution, adopted in 1776, provided the east with a number of advantages. For example, the document granted voting rights to white men owning twenty-five acres of worked land or fifty acres of unworked land, which favored the plantation culture of the east, not the small farmers of the west. The constitution ... provided that slaves be taxedless than any other kind of property, which again benefited the east. To complicate matters the slave population was counted in determining representation in the state legislature.
