Political relations with West Germany, which had been their most cordial during Willi Brandt's chancellorship, took a sharp downturn in the 1980s. Ceausescu's 1984 visit to Bonn had sought to exploit a setback in West German relations with Bulgaria, East Germany, and the Soviet Union. Observers believed that Ceausescu was determined to rebuild his tarnished reputation in the West. But disagreements over arms control, trade, and the treatment of ethnic Germans prevented the issue of a joint communique.
The Federal Republic of Germany (West Germany) was created in 1949 from the British, French and American zones of occupation in Germany. At the same time the German Democratic Republic (East Germany) was established from the territory occupied by the Soviet Union.
At the same time, the development of West Germany was closely supervised by the capitalist countries of Western Europe and the United States. However, as the development of a national identity was not stressed in West Germany, things took a somewhat different turn. In the early days of the Federal Republic of Germany’s existence, many people did not take an active part in political affairs, preferring to withdraw into their personal and family lives (Conradt, 19). The public interest and support for the political system came after the economic situation improved in the late 1960’s and early 1970’s; yet there was no united desire for participation in the democratic process (Conradt, 26). While the traditional German values were still relevant in the national identity of the West Germany, the people were much less politically active than their Eastern neighbors. They grew to appreciate the democratic structure of the new society, yet politics played less of a role in their lives than it did in the lives of the people of East Germany.

The partition of West and East Germany was established on May 23, 1949. The leader of West Germany was Konrad Adenauer. He was a non-Nazi patriot who attempted to reunite his country. Adenauer was unsuccessful and, beginning in 1949, the sides were occupied by military forces of the U.S., Britain, and France in West Germany, and the Soviet Army in the East German Zone. With the support of the Western Allies, the west German government, with German officials in place, assumed more authority. The Allies arranged for a general assembly to write a federal constitution.

West German resources map, 1972 After the democratic revolution of 1989 in Eastern Germany, the first freely elected East German parliament decided in June 1990 to join the Federal Republic under Article 23 of the (West-)German Basic Law (Grundgesetz). This made a quick unification possible. In July/August 1990 the East German parliament enacted a law for the establishment of federal states on the territory of the German Democratic Republic. This East German constitutional law converted the former centralized socialist structure of East Germany into a federal structure equal to that of Western Germany.
