Welfare reform ... had a small positive effect on the illegitimacy rate. In the debate over reform, politicians spoke out against out-of-wedlock childbearing, and the reforms themselves marginally decreased the disincentives for mothers to marry. The out-of-wedlock birthrate had skyrocketed from roughly 8 percent in 1965 to more than 32 percent in 1995. This rate of increase slowed, and among blacks the rate declined very slightly, from 69.9 percent in 1995 to 68.2 percent in 2003.

At a time when the U.S. Department of Labor projects that by the year 2000 most jobs will require postsecondary education, the higher education community may want to avoid a fragmented approach to addressing the issues of welfare reform. If higher education coordinating and governing bodies within each state fail to monitor and participate in welfare decision-making, the approach to moving from welfare to work will be spotty at best, with pools of recipients left out of the loop of higher education opportunity.

[W]elfare reform has not been perfect. A hard-core group of long-term recipients remains trapped in dependency, and poverty rates remain too high. Out-of-wedlock birthrates, while lower than they were, remain a problem. A few former recipients have fallen through the cracks. But by almost any measure you can think of, it is clear that the critics of welfare reform were wrong.
