The Weimar Republic... weak its economy and its political system, was one of the most fertile grounds for the modern arts and sciences in history. The republic also saw greater sexual freedom and tolerance. Berlin, in particular, became a thriving centre of many new art movements such as expressionism. Its status in the world of the arts resembled the place of New York after 1945.

The Weimar Republic appeared to be enjoying its halcyon days, thanks largely to the foreign policy achievements of Gustav Stresemann. Domestically the challenge from the Right appeared to be blunted by the decline of the Nationalist vote. The Nazi Party seemed to be an insignificant, radical splinter with a mere 12 seats in the Reichstag. So the dominant political fight was among the major parties themselves and not against the NSDAP, which few people looked upon as a serious movement In fact most politicians thought the Nazis were just another temporary expression of racist extremism.

Film industry in the Weimar Republic was deeply affected by the intervention of economic and political concerns in all aspects of cultural life. Politics even influenced the way films were discussed in the print media, whether by emphasizing their universal appeal or by insisting on the apolitical nature of mass entertainment. Economic expansion and concentration, the institutionalization of cinema as an integral part of modern life, and the instrumentalization of film for political purposes were the conditions under which film criticism was practiced in newspapers, popular magazines, and literary journals.

At first, Stresemann felt no loyalty to the new Weimar Republic and he opposed the Treaty of Versailles. He set up his own party the German People’s Party (DVP). However his views developed and he advocated a great coalition from the SPD to the DVP to consolidate democracy against the extremes of left and right.
