Weights and measures is one of the oldest government functions. It is specifically mentioned in the Articles of Confederationand the United States Constitution. The global and United States economies depend on uniform standards of mass, volume and length. Thus, the Kansas Department of Agriculture's Weights and Measures program serves a very important role in consumer protection and in facilitating trade.

Weights and measures officials routinely check gasoline pumps for accuracy. Pumps found to be out of tolerance are sealed from use and ordered repaired and must be re-tested before they can be put back in use. New pump installations must be inspected and tested prior to being put into service. In many areas, they ... check gasoline storage tanks to be sure that stations are selling the octane level advertised. If violations are found, the seller can be fined and the product can be removed.

National Weights and Measures Week commemorates the anniversary of the date when President John Adams signed the first weights and measures law in the United States on March 2, 1799. The week was set aside to familiarize the public with this important service.

This handbook is a compilation of weights, measures, and conversion factors used for agricultural commodities and their products. Several of the conversion factors and values shown in this handbook can be applied to many commodities. Some factors and values relate to specific commodities or products. This handbook supersedes Statistical Bulletin No. 616, Conversion Factors and Weights and Measures for Agricultural Commodities and Their Products (1979). When feasible, general purpose tables were updated to reflect changes in agricultural production and marketing. Considerable emphasis was given to metric measures.

In 1836, the Office of Weights and Measures was formed to promote uniformity among the states in weights and measures standards, laws, and practices to facilitate trade and protect U.S. businesses and consumers. This effort is now maintained by NIST.

Besides the State departments dealing with weights and measures, there are other standardizing institutions of recent date. In Germany, e.g. there is at Charlottenburg (Berlin) a technical institute (Physikalisch - technischeReichsanstalt) established under Dr W. Forster in 1887, which undertakes researches with reference to physics and mechanics, particularly as applied to technical industries. 3 In England a National Physical Laboratory (N.P.L.) has been established, based on the German institute, and has its principal laboratory at Bushey House, near Hampton, Middlesex. Here is carried out the work of standardizing measuring instruments of various sorts in use Wissenschaftliche Abhandlungen der physikalischen Reichsanstalt, Band ii. (1869-1900).
