The County Department of Weights and Measures was created in 1915 in response to California's Weights and Measures Act of 1913. This act established regular testing of scales and measures, required the County to appoint a person to perform these duties and provided that the person be paid five dollars per day. Prior to this act, inspection of scales and measures was a responsibility of the County Clerk. J.M. Bracewell was the first Sealer appointed by the County.

Interest in the metric system of weights and measures or in some decimal system of weights and measures carried over from the preceding era and persisted. Many bills of this general subject were presented to the congress. In December, 1975, President Ford signed into law the Metric Act of 1975. Several bills introduced in the Modern Era were designed to improve the legal status of accepted units and standards. Concentrated largely in the four middle decades of this era, more than one hundred other bills on miscellaneous weights and measures subjects were introduced in the Congress but not enacted; some of these sought merely to amend existing statutes, and a number of them were the forerunners of subsequent legislation.

Until the middle of the 19th century a wide diversity of weights and measures were used in Scotland. Standardization took place from 1661 onwards, and in 1824 an act of parliament imposed the English versions of Imperial measures and defined the proportions of older measures to Imperial measures.
