Web Portals are gateway applications that run in web browsers. With a web portal the work of content management can be carried out by multiple users logged into the portal concurrently. Content no longer has to be managed by a single web master. A user can log onto the site and update a particular page or module from a remote location. Portals are about web communities, forums, sharing and content.

Newspaper sites are ideally suited for Web portal hosting because of their size, local expertise and relationships to the community. Compared to Web sites owned by local television stations, newspaper Web sites and city guide sites have more users, raise more money and have more employees, according to a study by Frank N. Magid Associates Inc. (Presstime, 2000a). At the same time, larger newspapers (over 20,000 circulation) often have news coverage partnerships with competing media organizations... increasing their breadth and depth of reach. Pew Research Center said 69 percent of such newspapers had news partnerships with local cable TV, 34 percent with radio and 21 percent with public TV stations, according to a national survey in early 2001 (Campaign Study Group, 2001). Conversely, non-newspaper media organizations often have trouble filling out community sites, especially at the local level. In October 1999, Microsoft discontinued Sidewalk.com because it did not have enough local content to compete with entertainment sections in hardcopy newspapers.

In the late 1990s, the web portal was a hot commodity. After the proliferation of web browsers in the mid-1990s, many companies tried to build or acquire a portal, to have a piece of the Internet market. The web portal gained special attention because it was, for many users, the starting point of their web browser. Netscape became a part of America Online, the Walt Disney Company launched Go.com, and Excite and @Home became a part of AT&T during the late 1990s. Lycos was said to be a good target for other media companies such as CBS.

This means Internet users will not be able to search for any news through the portal sites seven days after they were provided to the Web portals. Instead, they will have to visit the online sites of newspapers to read a specific article.

Some portals provide tools for developing website materials as well as customized website. For example, Filamentality from the Knowledge Network Explorer provides a fill-in-the-blank tool that guides users through creating hotlists, treasure hunts, WebQuests, and other web-based activities.
