Warren Buffett caught a specific vision and caught it early. He was born in 1930, in the midst of the Great Depression, which stripped his dad of his job and savings. They had food to eat, but that was about all. Perhaps those bleak years built into Warren an early passion to get ahead financially.

Made through the Washington, D.C.-based Nuclear Threat Initiative, which Buffett serves as an adviser, the pledge is intended to jump-start the creation of a reserve fuel bank run by the International Atomic Energy Agency, the global nuclear watchdog based in Vienna. The pledge is contingent upon the agency establishing the fuel bank and the contribution of an additional $100 million, or an equivalent amount in reactor fuel, by one or more countries over the next two years.
You're right, the problems of accountability apply to all foundations, and the problems of size applied to the Gates Foundation before the Buffett gift (the Gates Foundation was already 2 or 3 times as large as the next largest foundation). The idealization of the Gates/Buffett philanthro-merger has been widespread (with some observers competing for the wittiest catch phrase to play up to the Gates Foundation administrators). It has been a little unseemly to say the least.
