The Confederated Tribes of Warm Springs expects the biomass project to create 60 to 70 living wage jobs and generate self-sustaining revenues that can be used to fund tribal government services. In addition, the facility provides a market-based solution to restore tribal forestlands and reduce wildfire risks.

The Warm Springs tribes have proposed building a $389 million casino and resort on the Columbia Gorge, less than 45 miles away from Portland. If it gains approval from federal agencies, the casino would be closest in the state to Oregon's biggest metro area.

To counteract these effects and to protect their treaty-reserved property and sacred salmon heritage, the Warm Springs, Yakama, Umatilla, and Nez Perce tribes joined together in 1977 in the manner of the old Celilo Fish Committee. The purpose: to renew their authority in fisheries management.

"Our tribal chairwoman would not have offered that letter if our tribal council didn't really, really want to do what was best for both our tribe and the Warm Springs tribe," Taylor said. "We feel that's a solution that would be an economically sound one."

The challenges at Warm Springs remain acute. The unemployment rate can hit 50 percent during the winter months, and the tribes have long struggled to deal with the wreckage of poverty, including families fractured by alcohol and early death.
