The two men, Mikhail Brudno and Vladimir Dubov, are shareholders in the giant Russian oil enterprise, Yukos. They currently reside in Israel, along with a business partner, Leonid Nevzelin. They were invited to a White House breakfast as guests of Congressmen Tom Lantos and Christopher Cox.

The two men and their partner, Vladimir Dubov, took out Israeli citizenship at about the same time, setting up home in Israel in the hope of avoiding extradition over their alleged role in the Yukos affair. Major Yukos shareholders Mikhail Brudno and Vladimir Dubov have been placed on an Interpol wanted list at the request of Russian prosecutors, "The Moscow Times" and other Russian media reported on 1 February. An Interpol spokesperson told the daily that the appearance of the men on the list does not mean that Interpol member countries are obligated to detain them. More than a year ago, prosecutors announced that the men were wanted on embezzlement charges and stated that they would be sought through Interpol (see "RFE/RL Newsline," 22 January 2004). RC

The son of the director of Moscow's largest grain terminal, Dubov was the Khodorkovsky team's first lobbyist. By using his father's connections in the upper reaches of power, in the late 1980s and early 1990s Dubov ensured that Menatep Bank was heavily involved in the financing and servicing of federal programs. He ... laid the groundwork for Menatep's good working relationship with the Central Bank. In 1999 Dubov became a deputy in the State Duma, serving on the Budget and Tax Committee, whose work was of no small interest to the oil industry.

Vladimir Dubov, another Yukos shareholder on the international wanted list, confirmed the proposal was serious. He said in an interview to foreign mass media people not the price, but human resources were the thing that actually mattered in that particular case.
