Despite continued suppression of freedom of expression, Vietnam did make significant progress on expanding religious freedom. In 2005, Vietnam passed comprehensive religious freedom legislation, outlawing forced renunciations and permitting the official recognition of new denominations. As a result, in November 2006, the Department of State lifted the designation of Vietnam as a “Country of Particular Concern,” based on a determination that the country was no longer a serious violator of religious freedoms, as defined by the International Religious Freedom Act. This decision was reaffirmed by the Department of State in November 2007.

Four years after President John F. Kennedy sent the first American troops into Vietnam, Martin Luther King issued his first public statement on the war. Answering press questions after addressing a Howard University audience on 2 March 1965, King asserted that the war in Vietnam was ‘‘accomplishing nothing’’ and called for a negotiated settlement (Schuette, ‘‘King Preaches on Non-Violence’’).

The major sticking points were that Ho Chi Minh wanted all foreigners out of Vietnam and he wanted the country to be internationally accepted as a united country. America was still hampered by her support of the domino theory but the war had become very unpopular at home and the politicians were aware of the views of the voting population.
