Victor received a B.S. in Engineering and a Ph.D. in Physics from the University of California, Berkeley. He has been a professor and researcher at the University of Michigan (UM) since 1968 and has served on all three campuses. He was Dean of the College of the Arts, Sciences, and Letters at the Dearborn campus for three years and Provost and Vice Chancellor for Academic Affairs at the Flint campus for nine years. He has served as an active member of the North Central Association (NCA) Consultant-Evaluator Corps since 1988, and the NCA Accreditation Review Council since 1997. Victor is currently on the executive committees for the UM CSCAR (Center for Statistical Consultation and Research) and CPC (Center for Parallel Computing).
In addition, Wong's commitment to technical refinement and his systematic investigation of the properties and possibilities of the painting medium can be related to his education as a ceramicist. During the period that Wong studied ceramics, most American university programs in painting downplayed and even denigrated technical skill and emphasized instead a largely conceptual approach to art making. As a result, many painters of Wong's generation sought emphatically crude methods of execution. However, because of the complex, difficult, and potentially dangerous processes involved in the medium, technical matters continued to be emphasized in the training of artists in ceramics.

At the University of California, Berkeley, Wong studied journalism and political science, but returned to his spiritual leanings after receiving a scholarship to the Graduate School of Theology at the University of Chicago. There, he began preparing for a life in the ministry under the tutelage of religious scholars such as Paul Tillich and Martin Buber.
