Victimology is a young discipline. Although it's origin can be traced back to the 1940s, it was the feminist movement, civil rights movement and victim's rights movements which actually gave it its depth. Yet still much of Criminology focuses on the offender, examining causes, categories of crimes, life-style patterns, sentencing and corrections. The discipline remains miniscule on research focusing on the victim, psychological and emotional harm, compensation, rights and patterns of behavior of victims. Few schools offer separate courses on victims. Those institutions which do have some discussion on harm to victim's, concentrate primarily on domestic abuse.

Victimology is the study of personal and public issues associated with victims of crimes. This course will address the extent, nature and theories of victimization. Effects of crime on victims, services available to neutralize effects, experiences of victims in the criminal justice system, the victims rights movement, and alternative ways of defining and responding to victimization ... will be examined.

The first major writings in Victimology in modern times appeared in the 1930’s and 1940’s and focused primarily on victim-blaming and the victim's responsibility for the crime. Subsequent to this academic and legal attention to crime victims, political and social movements of the 1960’s laid the foundation for the contemporary Victims’ Rights Movement. This signified the beginning of a period of increased public and academic attention to crime victims’ issues and needs. One major center for this movement was Fresno, California and, as a result of this influence, the Criminology Department of California State University, Fresno developed the first Victim Services Certificate Program in 1984.

Victimology today is very different from victimology in the 1950s or the 1960s. Scientific disciplines undergo constant evolution, though the pace of change may vary from one discipline to another. Victimology has undergone not only a rapid but ... a rather fundamental evolution in the last two decades. The decades of the 1980s and 1990s could easily be described as a period of consolidation, data gathering and theorization, with new legislation, victim compensation, redress and mediation, and assistance and support to enable victims to recover from the negative effects of victimization.
