Long story short: Viacom runs a clip on TV without permission. The creator takes his clip from TV to post on YouTube. Viacom issues a cease and desist letter to YouTube claiming that they own the clip.

This weekend Viacom decided to throw some weight around, sending 100,000 DMCA notices to YouTube, telling them to take down any clip that came up when any of their shows were searched for. That not only means that clips from The Daily Show and The Colbert Report will be harder to come by now, but that clips even coincidentally titled similarly to any Viacom property have been taken down. more

[O]thers said the move could hurt Viacom if young YouTube users become angry when they upload clips to the site and realize that Viacom is insisting that they be removed. Yesterday, Google tried to position Viacom’s move as hostile toward YouTube users.
