Of those who remained alive and swore allegiance to Vespasian, they were followed and watched to ensure their support was genuine and they did not mix with any dissidents or hatch their own plots. Vespasian finally went to Rome in late 70AD, where he took Mucianus as his personal advisor, but did not allow him to hold any office of power. After such a violent ascension to the throne, Vespasian embarked on a campaign of peace which saw an end to the civil wars. Fighting on all fronts was ended with swift and total victories, which meant Vespasian could now set about reorganising the military. He separated the legions and put them around the empire in small camps to avoid the possibility of them joining in a coordinated attack to topple him. It was now the empire enjoyed a period of peace.

Vespasian and Mucianus renewed old taxes and instituted new ones, increased the tribute of the provinces, and kept a watchful eye upon the treasury officials. The Latin proverb "Pecunia non olet" ("Money does not smell") may have been created when he had introduced a urine tax on public toilets. By his own example of simplicity of life — he caused something of a scandal when it was made known he took his own boots off — he initiated a marked improvement in the general tone of society in many respects.

Vespasian for his part gave himself no airs. Though the situation was changed, there was no change in his modest bearing. For a moment a mist swam before his eyes at the thought of the giddy heights of power. But as soon as this cleared, he addressed his men in soldierly accents, and was greeted with universal congratulation and offers of support. Shortly afterwards, Mucianus, who had been waiting for just this, made his troops swear loyalty to Vespasian. They were nothing loath.
