The great thing about Vandal Savage is that, by the very nature of the character, he can appear in any time or setting. He has been shown operating in New Gondwanaland in the year 40,000 BCE and in Egypt in 1200 BCE, allied with the mad priest Akh-Ton against Teth-Adam (who would later become the villain Black Adam). He has fought against both the Golden Age heroes of the Justice Society of America, as well as the Modern Age heroes of the Justice League. He has been shown living as far into the future as the 853rd Century. He is a particular nemesis of the Golden Age Green Lantern and the Justice Society of America, as well as both the Silver and Modern Age Flash. His most persistent adversary has been Mitch Shelley, the Resurrection Man, whose power is to be restored to life every time he dies.

The Justice League first encountered Vandal Savage when they returned to Earth and found the world altered as a result of his tampering with history. Having invented a time machine, Savage sent a "gift" to his younger self during the era of World War II: a laptop computer containing schematics for advanced technology, and knowledge of the future that would help him overcome the Allies. Using this information, Savage supplanted Adolf Hitler and took control of the Nazi German regime. With his technology, the Axis Powers were close to overcoming the Allies. But the Justice League traveled back in time and interfered, managing to destroy the laptop, and thwart Savage's attempted airborne invasion of the United States. Savage himself was apparently killed when one of his planes crashed into the Atlantic Ocean.
