Carcharoth was out in Middle Earth, trying to sniff out Valar spies, when he came across a group of strange creatures hanging out by a lake. He’d eaten several dozen of them before he realized he should probably report this news back to base.
The Valar taught the five Istari (the Order of Wizards), sending them into Middle Earth to fight the dark lord, Sauron. The Wizards were forbidden by the Valar to use force against Sauron - they were not to stoop to a fight fire with fire mentality.
