Amnesty International is particularly concerned that Uzbekistan may use the "international fight against terrorism" as an opportunity to further clamp down on the country's internal opposition, with greater impunity than ever before. Uzbekistan, which borders Afghanistan, is one of the main allies of the US-led coalition in the region. At least 1,000 US ground troops are based at the Khanabad military base in the south of the country.

Casualty data recorded in neighboring Tajikistan indicates that in 2005, as in previous years, Uzbek landmines killed and injured Tajiks in areas bordering Uzbekistan. Civilian landmine casualties in Sugd region on the Tajik-Uzbek border accounted for 53 percent of total casualties, with four killed and six injured. (See Tajikistan report). Reportedly, there were 124 casualties on the Uzbek-Tajik border since 2000, including 69 killed.[23]

Israel is ... providing various forms of aid to Uzbekistan. In a project started in 2001, Israel gave more than 100 drip irrigation systems to farmers of the Kungrad and Muynak regions of Karakalpakstan, which resulted in a ten-fold cut in water use and led to a 300-400% increase in vegetable yields. Farmers also received seeds of paprika, tomato, cucumber, and aubergine.

Turkmenistan ... has a petroleum product storage and distribution facility at Tagtabazar ( Kushka – it’s on the Turkmen side) near the Afghan border, which supplies northwestern Afghanistan.
