The Urban and Housing Development Program for the Xalapa Territorial Reserve has been operating for four years. The Program supports the consolidation of the settlement and enables low-income families to have access to new housing, or to improve or enlarge existing housing. Participation social is a fundamental component of the Program.

Park University's Hauptmann School for Public Affairs, in conjunction with Mid-America Regional Council, is proud to announce the creation of a new three-credit hour professional certificate program in urban development. Current Park M.P.A. students can complete the courses, earning a professional certificate in the process, and apply those credits toward their 36-hour M.P.A. degree. Community participants will receive a Professional Certificate in Urban Development upon completing all three hours of course work.

The president's 2008 Budget requests $50 million for YouthBuild, a program recently transferred from the Department of Housing and Urban Development to the Labor Department's Employment and Training Administration (ETA). The budget ... carries on efforts to reduce improper payments in the unemployment insurance program and seeks additional funding to foster quicker re-employment among those left without work. For fiscal year 2008, the complete ETA budget request totals $9.29 billion.

The idea for this paper grew out of a USAID-supported technical assistance project to the State Office for Housing and Urban Development (SOHUD) in Poland. The Office asked for assistance in developing the Communal Credit Program that would be designed to encourage smaller local governments to undertake badly needed investments in communal infrastructure. The broad aim of the investments is improving the quality of life and making these localities more attractive for private investment.
