A University of Iowa Hawkeye Poll released Monday shows Republican presidential candidate Mike Huckabee gaining ground in Iowa, moving into a statistical tie for second place with Rudy Giuliani and trailing Mitt Romney. "If Huckabee can motivate religious conservatives to attend the caucuses in large numbers, he may well threaten Romney," said DAVID REDLAWSK, director of the poll. The newspaper is based in New Hampshire.

The president of the University of California system, Robert C. Dynes, chose Ms. Fox for the San Diego job, which he held until last October. The system's Board of Regents planned to meet last week to ratify her appointment. If approved by the board, Ms. Fox, 56, will take the helm at San Diego in July. She declined to comment until the board's vote.

Harvard University's embattled president, Lawrence H. Summers, resigned this afternoon and will be replaced, on an interim basis, by Derek C. Bok, who was president of Harvard from 1971 to 1991. Mr. Bok was chosen to "clean up the mess and make conditions right for the next president," said a senior professor with knowledge of the tumultuous events of today in Cambridge, Mass.

Her boss, Molly C. Broad, president of the University of North Carolina system, gave her a stern warning at the time to deal with the faculty's concerns. A spokeswoman for Ms. Broad says that during the past year, Ms. Fox "has done quite a bit of work to repair those relationships" and "make changes in her management style."
