Panasonic ... said it plans to bring videos from Google Inc. (GOOG)'s YouTube directly to its line of Internet-enabled high-definition plasma TV sets. The new Viera HDTVs also provide access to Google's photo sharing site, Picasa.

Luckily for the DTV enforcers, they won't have to go hunting for the tiniest TV sets (with screens smaller than 13 inches). Or maybe they will. Small sets (including handheld receivers that you might take into a sports event) were exempt from the DTV tuner rules. But the latest round of rulemaking opens the possibility that those sets, too, must have built-in DTV reception, despite claims that other technologies (such as mobile video streaming) are better suited for portable, small-screen TVs.

To wit, Sony's new Bravia TV sets will have an optional feature that allows consumers to sample video programming, albeit from a select handful of Internet partners including AOL, Sony Pictures Entertainment, Yahoo! and the company's own user-generated-content hub, Grouper.

Watch vintage movies and TV shows on your vintage B&W TV set from your DVD player using a TV channel modulator: Connect the Luma video from the DVD player to the video input of the modulator. Use of the Luma video signal avoids the chroma interference the composite video would have on the B&W TV. Connect one of the audio outputs from the DVD player to the audio input of the modulator. Connect the B&W TV antenna input to the RF output "F" connector of the modulator, and you should be able to tune in the DVD movie on channel 3 or 4, depending on the setting on the modulator. Macrovision on the DVD movie may confuse a VCR's video input circuitry, making its modulator output unusable.

The basic function of a set-top box is to receive and decode digital TV signals for display on a TV set. Other functionalities of a set-top box depend upon its specifications. For example, some set-top boxes support SDTV only, while some support both SDTV and HDTV. Some set-top boxes may even provide viewers with datacasting services and video, audio and data enhancements. In general, the more functionalities a set-top box has, the more expensive it will be.

In the broadcast camp, getting digital tuners into TV sets is simply one element of the debate. Whether or not those tuners are actually capable of receiving anything is yet another concern. There are no minimum requirements for receiver performance, but the tuner mandate does that that "TV sets would have to provide useable picture and sound quality commensurate with their video display and audio capabilities when receiving any of the recognized ATSC video formats."
