The ViPTV set top box (STB) is a highly versatile device that accommodates system downloading directly to a TV. The 80-gigabyte hard disk in the STB can hold up to 100 hours of high quality video. Users can order, view, and manage content from the TV’s user interface (UI) by simply using a remote. The STB is based on a video processor with download manager software that accelerates downloads, facilitates recovery from bad connections, and does post-process filtering to optimize video playback quality. Its progressive download feature allows playback during the download, so users need not wait for the entire video to complete downloading before viewing. And just in case the user has videos, photos, and music stored on a PC, the ViPTV STB ... contains functionality similar to an Apple iTV box enabling the user to display this content on a TV.
[B]ack at the FCC Enforcement Bureau, which is charged with making sure that TV set manufacturers comply with the rules, a spokesman said the agency already has the tools to handle compliance. Again, there's a quick transition to vague bureaucratese to describe possible actions against those who resist. The FCC said it may start by "issuing citations before assessing fines" if or when its video cops identify companies that are not complying with the tuner mandate.
Renesas Technology plans to begin introducing HDMI-compliant semiconductor products for high-definition video applications such as DVD players and recorders, digital TV sets, and digital still cameras in late 2005. The first product will be a digital TV chip incorporating the HDMI receiver and will be sampling in the first quarter of 2006. In addition to expanding its line of semiconductor products with HDMI functionality, Renesas Technology assists customers implementing designs incorporating high-speed digital communications through Renesas Technology's comprehensive field application support.

Most of the latest models of flat panel TV sets for sale in retail shops should be able to support HDTV. But you should check with the retailers or suppliers whether the basic features mentioned in A18 for a "HDTV Ready" TV set are fully supported. It should be noted that some old models of flat panel TV sets support SDTV only, while some others are in fact "HDTV Compatible" which accepts HDTV video signals, but shows pictures in SDTV format only. If in doubt, you should consult the relevant retailer/supplier and ask for a demonstration.
To be fair, TV set makers seem to be fulfilling their end of the bargain, with DTV tuners built into the sets as required. But the major manufacturers recognize market uncertainty when they see it. Many set makers are adopting what they consider an appropriate posture. Although largely undocumented at this early stage, manufacturers are shipping more monitors without any tuners. Using an escape clause in the FCC rules, the manufacturers can opt to leave out analog tuners, and therefore not be compelled to install digital tuners into TV sets--giving customers a lower price and forcing them to use their cable or satellite receivers to pick up transmitted video.
