TV sets in general and digital TV sets in particular are going flat. In many countries, even some of those with digital terrestrial broadcasting, flat panel TVs are the only digital TVs available. Even so, many are not shipping with integrated DTV tuners. Only in Japan and the US, where tuner inclusion is mandated, are millions of TV sets shipping with integrated DTV tuners.

After the angst and legal skirmishes about an accelerated timetable for DTV tuners in TV sets of specific sizes, the process comes down to "What's in that box?" As it turns out, enforcement plans for the tuner mandate are still very murky, months after the latest rules took effect. New DTV sets will have wider screens (16:9 ratio) than current TV sets (4:3 ratio), allowing the pictures to be viewed more like those experienced in a movie theatre. The wider picture, especially in larger set sizes, is expected to enhance audience viewing, making you feel more involved in the action, as well as rendering more realistic pictures.

Maybe the video police will have their enforcement prospects under better control when the next wave of DTV tuner mandates kick in. All mid-size sets must have DTV tuners by March. The FCC's latest proposed rulemaking (which accompanied the June regulations) suggests that all sets larger than 13 inches must have a DTV tuner by Dec. 31, 2006, which was scooted up from the original date of June 30, 2007.
