The "Blue Danube Waltz" ... never served as Austria's national anthem — but for a while it was a stand-in. As a quiet form of protest against German annexation, during and immediately following the WW II, Austrians stood at attention whenever the "Blue Danube" was played at public functions. That practice disappeared in the early 1950s after Austria adopted a new national anthem.
