Telegenic and silver-tongued, Tony Blair's rise was meteoric. By 1992 he was opposition spokesperson for home affairs, uttering his trademark: 'Tough on crime! Tough on the causes of crime!' Quickest to manoeuvre after the sudden death of his predecessor, John Smith, he became leader of the Labour Party in 1994. He set about 'modernizing' the party, restyling it New Labour and dismantling its founding principles in favour of 'values'. He won the 1997 general election with a landslide. In the 2001 election he became the first Labour Prime Minister to secure a second consecutive absolute majority in Parliament.
Tony Blair arrived strong and with a modernising agenda that seemed to put Europe at the heart of Britain as much as the other way round. He was the first prime minister from the post-war generation; his memories were not of defending Britain against evil Germans and feckless French. New Labour was built on respect for German social policy and French economic success. He spoke French well and had already established some good relationships on the continent, notably with Helmut Kohl. A positive approach to Europe was part of his party's platform.

Blair became, at 43, the youngest Prime Minister since 1812. For this first term in Government, Blair had promised that there would be no increase in income tax and no increase in the overall level of public spending. [17] Blair's popularity in the country was very high, and although the commitment not to increase public spending led to frustration amongst those Labour Party supporters who had wanted a rapid increase in investment in health and education, his popularity and that of the Labour Party remained relatively high throughout the first term of government.

He changed the Labour Party from a backward-looking leftist, socialist, labor-union based political party to a forward-thinking, centrist, free enterprise-friendly organization. He rebranded-a favorite word of "New Labour"-the old Labour Party and, under his leadership, Great Britain is getting a makeover as well. The government tourist agency now touts "Cool Britannia" instead of "Rule Britannia"-a place which is young, arty, technologically advanced, and fun.
