Tony Blair April 1999 Blair makes major foreign policy speech in Chicago outlining a doctrine of liberal interventionism. Following his success over the Kosovo crisis, Blair said he believed that there may be circumstances where the international community may need to intervene, even though their interests were not directly threatened. His speech singles out Saddam for attention.
Anticipation of this succession is one reason that Mr. Blair's political clout has been ebbing within his own party. But the underlying problem is Mr. Blair's identification with an unpopular and unending war in Iraq.
