[M]any commentators believe Blair is planning to move on to even greater things, and that his Paris appearance marked the launch of his bid to become the first-ever EU president. France will oversee the appointment process for the post, which is due to be created by the 27-member countries later this year.

Blair's negotiations with other EU leaders ... were marked by frequent disagreements notably about the Common Agricultural Policy, and about the size of Britain's contributions to the EU budget. Blair's relationship with French President Jacques Chirac in particular was notably frosty.

For now, Blair is hoping that arms inspectors will be able to deliver clear proof of material breach and prompt the U.N. Security Council to pass a second resolution authorizing war against Iraq, and that a sizable international coalition will then sign off on the military efforts.
