Roger Moore and Tom Conti play federal agents who are helping Dr. Mike Ashton (Luke Perry) find his father and save the world from the senior Ashton's deadly invention. But wait: Beautiful and brilliant detective Penny Johnson (Olivia d'Abo) discovers they're bad guys after all who want the lethal chemical. But wait: They were only pretending to be bad guys in order to catch the real bad guys. But hold on: Penny knows just a little too much and may be a bad guy herself. And so it goes, with an occasional shootout by incompetent international terrorists, a car crash off a bridge, or a fiery explosion to keep things interesting. Only the most undemanding of viewers will think this confoundedly clich d import from the prolific off-shore B-movie production line (set in Quebec but shot in Luxembourg) is any great shakes.
