The service is due at the end of 2008, and will be Sim only meaning that Tiscali will not be involved in subsidising mobile handsets for its customers. Subscribers will have to buy a new phone from elsewhere or use their existing phone.

Tiscali S.p.A., a European ISP, and Belle Systems plan to provide billing services in Europe. The companies plan to offer a platform for value-added VoIP services. Tiscali will deploy Belle Systems’ Internet Management System for billing voice- and fax-over-IP services. Integration of Belle Systems’ billing and management technologies with the TiscaliNet is designed to provide customers with dial-up, FTP provisioning, IPFax provisioning, VoIP, ADSL, e-mail provisioning, domain provisioning and other services.

Tiscali Secure Mail requires that the subscriber simply download and install a plug-in and a new "secure" button will appear in their email software. The subscriber simply presses "secure" before "send" and the message is automatically encrypted. The message remains encrypted until it reaches the recipient. Tiscali Secure Mail can be sent to anyone, you do not have to be a subscriber or download any software.

Tiscali UK has ... become infamous for its frequent disconnections from Windows Live Messenger and other chat/gaming applications. During peak hours, it is very difficult, if not impossible, for users to connect to these applications without frequent disconnections. Speeds are also very slow, with messages being sent and sometimes not received from both ends of the conversation. File-sharing via these applications is often slower than dial-up. This does not appear to be an isolated problem, with many Tiscali UK users experiencing these problems. Tiscali UK have yet to offer any solution to these problems, with most suggestions being to reinstall the modem and software.

Tiscali said the BPI had provided no evidence of actual downloading taking place, nor proof that the IP addresses were actually connected to a shared drive. One subscriber was referenced in a screenshot turned over by BPI, and Tiscali said it would contact that customer about the matter.
