Respondent has shown no preparations, prior to this dispute, to use the disputed domain name and admits its use for its intended purpose would be illegal, because only Complainant is authorized to offer lottery tickets in Texas. The Panel finds Respondent was aware of these circumstances at the time of registration of the disputed domain name, since Respondent has displayed knowledge of the Congressional ban in the 1800s on interstate lotteries and of recent moves to have this ban lifted.

The House gave final approval this afternoon to a bill by Rep. Chente Quintanilla, D-Tornillo, that would OK the sale of lottery tickets in bars. Plenty of people might wonder whether hawking lottery tickets around inebriated people is good public policy, but few in the House were asking any questions.

Instant lottery tickets... known as scratch cards, were first introduced in the 1970s and have since become a major source of state lottery revenue. Some states have introduced keno and video lottery terminals (slot machines in all but name).
Public education is again the big winner, as it receives nearly $900 million from Lottery deposits. Since the first ticket was sold in May of 1992, the State has received more than $8 billion in lottery revenues.
Each of the monthly lottery prize winners is automatically entered in the giant sweepstakes, which follows the monthly drawing by a week or two. The holder of a winning monthly lottery ticket of either $5,000 or $500 brings his winning ticket to the specified state lottery agency. Lottery Rules
