Beginning September 1, 1997, the Lottery was directed by the Texas Legislature to transfer money from sales directly to the Foundation School Fund. Prior to that, Lottery monies were dedicated to the General Revenue Fund.

Mr. Easley recently persuaded his legislature to increase lottery prizes. The move will reduce the percentage of lottery dollars going to education. But North Carolina is choosing a tried and true formula: raising payouts increases customer traffic.
