Many German settlers in Central Texas preferred to remain neutral during the Civil War. But Confederate military officials condemned them as traitors. When Texan Partisan Rangers began lynching some of the men and boys, a few settlers tried to flee to Mexico for safety. On August 10, 1862, the rangers caught up with a group in Kinney County, near the Nueces River. The rangers attacked, killing 19. Nine wounded settlers were later executed.

Texas is well-served from other points in the U.S. by the United States Interstate Highway system, the quality and condition of which is generally very good. There are many roads which cross into Texas from Mexico, most notably in Laredo and El Paso. Due to the enormous amount of traffic from Mexico and Central America, Laredo is the country's largest inland port, and wait times at this and all border stations can often be tremendous. In all, Texas boasts over 72,000 miles of state and federal highways.

From 1950 through the 1960s, Texas modernized and dramatically expanded its system of higher education. Under the leadership of Governor John B. Connally, the state created a long-range plan for higher education, a more rational distribution of resources, and a central state apparatus designed to manage state institutions more efficiently. These changes, helped Texas universities receive federal research funds during the Kennedy and Johnson administrations.[52]
