Prior to the creation of the TVA, large parts of the Tennessee Valley were in dire economic conditions. Soil erosion had ruined or damaged seven million acres of farmland. Per capita income in 1933 was only 44 percent of the national average. In Union County, Tennessee (near where the TVA built Norris Dam, its first project, 1933-36), for instance, there were no electrical utilities in 1926, crude birth rates were more than double the national average, and migration out of the area was heavy. Only 1 percent of farm owners had indoor plumbing, 4 percent telephones, and 8 percent radios.
TVA helped, but 30 years later as President Lyndon Johnson launched his War on Poverty, the Tennessee Valley was still a black-eye for a prosperous nation. Johnson and Congress created the Appalachian Regional Commission to help selected counties from Virginia to Mississippi break the cycle of poverty.

Tennessee Cove Few tangible links with Tennessee Valley’s agricultural past remain, but for decades, family dairies nestled in Tennessee Valley and provided milk to the growing city of San Francisco. Even by Depression standards, the Tennessee Valley was in sad shape in 1933. Thirty percent of the population were affected by malaria, and the income was only $639 per year, with some families surviving on as little as $100 per year.
Each dam along the Tennessee Valley is unique in its design, but the TVA dams can be divided into two general types. The higher dams were built on the tributaries to the Tennessee River. Those dams flooded large areas of land and created huge reservoirs. Norris was 285 feet tall, Hivassee 307 feet, and Fontana 460 feet.
