Tbilisi was repeatedly invaded all through the many centuries of its history. In the 730s the town passed into the hands of the Arabs who ruled in Transcaucasia for several centuries. Despite intervention and destruction, Tbilisi was in the XII-XIII centuries one of the populous and economically well developed towns of the Middle East. During the subsequent epoch... Tbilisi gradually fell into decay. This was caused by the constant invasions of enemy hordes and the break-up of the united Georgian state. It is estimated, that during this epoch Tbilisi was captured and razed to the ground more than 80 time !
Mariam Papunashvili, a resident of one Tbilisi district where large-scale construction is going on, claims that vibrations from heavy trucks passing on the road outside her house all day have undermined her building’s structure. The district’s new buildings are surrounded by houses badly damaged from a 2002 earthquake. Homeowners have given their land to builders in exchange for new apartments.

The CAO Ombudsman received a complaint from a Tbilisi resident regarding land compensation issues. The Project has occupied the complainant's land for pipeline construction since April 2004. The complainant alleges that the amount offered to him by the Project for his land is inadequate. The CAO Ombudsman attempted to facilitate a settlement between the parties, but the Project was unwilling to negotiate further with the complainant. On September 7, 2006, the CAO Ombudsman closed the case and transferred it to the CAO Compliance for appraisal. The last clarifications necessary for the appraisal report were received on December 18, 2006.
