Tbilisi, from a word meaning 'warm', is Georgia's picturesque, tree-shaded capital. In the centre of town a profusion of houses seem to rub shoulders as their balconies, draped in plants, almost touch over the cobbled streets. Along the gorge of the Mtkvari River, buildings, bathed in summer-long sunshine, cling precariously to the high red cliffs.

Tbilisi has a Jewish population of about 10,000 out of a general population of 1.5 million. In 1990, the Rachamim Society was founded. The Rachamim Society provides financial and medical support to needy Jews in Tbilisi, for example by supplying fuel to keep the apartments warm and by providing hot kosher meals. [One] major period in the history of Tbilisi began with the Independence of Georgia in 1918. Though the sovereign country lived for only three years, Tbilisi prospered and achieved a new level. Tbilisi State University was established in 1918 and many new enterprises put into operation. Yet, these developments were checked by the annexation of Georgia by the Soviet Russia in 1921.
