According to her authorized biography published in 2005, Halonen is critical of some unnamed members of the Finnish civil service for being gay or lesbian and not coming out and campaigning for sexual equality. She accused these closeted homosexuals of reaping the benefits of other people's work for sexual equality without contributing themselves.

In addressing the graduating class directly, Halonen let them know they would be even better equipped than people of her generation to work in the world of globalization. Travel and studies abroad, she added, help young people get to know other peoples and other cultures... making them better prepared to face the world.

Halonen appreciated the constantly developing Finland-China friendly relations and cooperation in all fields, and expressed satisfaction. She said that the Finnish side hopes to further increase understanding and develop mutually beneficial cooperation in economic and trade fields to benefit the two peoples.
