Roche, the Swiss pharmaceutical, has sold stockpiles of its Tamiflu to 40 countries and insists it's effective if administered within 48 hours of infection. Roche recently licensed Indonesia to manufacture Tamiflu for its own population.

Tamiflu was approved by U.S. federal regulators in 1999 but the focus has been on creating new vaccines instead of creating stockpiles of Tamiflu in preparation for a coming epidemic. To make the matters worse, recently there was a big controversy relating to the manufacture of generic version of Tamiflu. Many companies approached Roche for the license to produce Tamiflu but Roche first flatly refused and later reluctantly agreed to grant licenses on case-to-case basis.
