Initially, the Taliban had some public support, especially in the Pakhtun majority areas. Pakistan, interested in a unified and strong Muslim neighbor, sent weapons and money. Many students and teachers, especially from North Western Pakistani religious schools joined the "holy war" of the Taliban.

The Taliban's purist ideology and the Pakistani recruits it has nurtured have had immense cross-border repercussions in Pakistan. An already fragile nation in the midst of an identity crisis, economic meltdown, ethnic and sectarian division, and suffering under a rapacious ruling elite unable to provide good governance, Pakistan could easily be submerged by a new Islamist wave led not by established, more mature Islamist parties but by neo-Taliban groups.

Musharraf's strategy is to contain the Taliban of Afghan and Pakistani varieties alike, while weeding out al-Qaeda jihadis, or "foreign elements", as they are known in Pakistani military circles. The foreigners are a legacy of the Soviet-Afghan war. When the war ended, many of the central Asians who came to fight the Soviets were not welcomed back in their countries. For want of an alternative, they settled in Pakistan. Most of these foreign jihadis are Uzbek. Musharraf has simply bribed the local tribes to attack and eradicate the Uzbek jihadis.

Even after their ouster, the Taliban's brand of Islamist radicalism threatens to destabilize other countries in the region including Iran, China, Uzbekistan, and Pakistan. The Taliban's relationship with Pakistan is especially problematic. A high percentage of the Taliban are ethnic Pashtuns; Pashtuns are a sizable minority in Pakistan and dominate the Pakistani military. Public support for the Taliban runs very high in the Pashtun North-West Frontier province where pro-Taliban groups have held uprisings and sought to emulate Taliban practices by performing public executions and oppressing women.

[One] account will point out that by early 1995, the Taliban was equipped with armored tanks, ten combat airplanes, and other heavy weapons. They are ... able to conquer about a third of the country by February 1995. “According to the files at one European intelligence agency, these military advances can be explained mainly by ‘strong military training, not only by the Pakistani services, but also by American military advisers working under humanitarian cover.’” Later in 1995, a Turkish newsweekly will claim to have learned from a classified report given to the Turkish government that the CIA, ISI, and Saudi Arabia were all collaborating to build up the Taliban so they could quickly unite Afghanistan.

The Taliban is clearly supported by Pakistan for their own strategic interests. The US goes along with it. The agreement is that Pakistn turns over Al-Qaeda suspects to the U.S. and they will turn a blind eye to the Taliban as the Taliban is not considered a direct threat to the U.S. And so the cycle of violence will endure with our unstinted approval. The Pakistani terrorist hotbed will continue to stir unrest amongst all the neighbours as usual. Nothing really changes.
