Taliban Afghanistan Despite claims by the Bush Administration that the Taliban had been decisively defeated by the American attacks, this was not really the case, although the Taliban government was taken down. Over the course of 2006, it became clear that a Taliban insurgency of significant strength was shaping up. The Taliban have ... begun to use suicide bombing as a tactic against the NATO and ISAF forces.
Seeing a possible opening, the Taliban's strategy is to work on foreign policymakers. Afghanistan's Mr. Wardak attributed some of the recent Taliban attacks as an attempt "to influence the public opinion in some of the European capitals." And as our deputy editor, Melanie Kirkpatrick, recounts on a nearby page, Secretary General Scheffer "didn't demur" when asked if some of the recent fighting targeted Canadians in an attempt to persuade their governments to pull out. The Canadian Parliament voted last month by a margin of only four votes to extend its mission in Afghanistan. Earlier in the year, the Dutch Parliament wavered, too.

If the Taliban's demands were met and international forces withdrew from Afghanistan, there might well be no government left to do the negotiating. In the minds of many observers, the 50,000 troops under the command of the International Security and Assistance Force, ISAF, and the US-led Coalition, are all that is keeping President Hamed Karzai and his administration in place.

Four policemen and 11 Taliban fighters were killed in the Panjwayee district of Kandahar on May 13, provincial governor Muhammad Daud Ahmadi told Pajhwok Afghan News. According to witnesses in Moshaam village, the Taliban had warned them of the imminent attack by government forces. Violence has escalated in Kandahar in recent months.

Since then, the Taliban have survived several U.S. and NATO campaigns intended to eliminate them as a significant guerrilla force. Aided by the renewed warlordism and corruption, by tribal Pashtun ties, and by a largley moribund Afghan economy, they have reestablished training camps in Pakistan, mainly in North and South Waziristan and Baluchistan, and continue to draw students from religious schools there; they are widely believed to receive support from Pakistan's security forces, despite denials by Pakistan. Since 2003, the Taliban have mounted ongoing, increasingly frequent guerrilla attacks, mainly against government supporters and forces, school teachers, and foreign troops and aid workers, and have several times gained control of S Afghan districts and towns in larger operations. In 2006 Taliban forces forces mounted a significant offensive in SE Afghanistan.
