Syria has a limited biotechnology infrastructure but could support a limited biological warfare effort. Though Syria is believed to be pursuing the development of biological weapons, it is not believed to have progressed much beyond the research and development phase and may have produced only pilot quantities of usable agent. Syria has signed, but not ratified, the BWC.

A Payoff for Syrians: Seats at the Table, at Least In 1976, Syria sent forces to Lebanon as part of a peacekeeping force to help end that country's civil war. The Syrian military remained in Lebanon, and from 1980 to 1981, Syrian troops sided with Lebanese Muslims against the Christian militias. With Israel's invasion of Lebanon in June, 1982, Syrian troops clashed with Israeli forces and were pushed back. Syria was ... antagonized by Israel in 1982, when Menachem Begin announced the annexation of the Golan Heights. By the late 1990s, more than 40 Jewish settlements and villages had been developed in the Golan Heights. Although Israel withdrew from Lebanon in 1985, Syrian forces stayed; they remained the dominant military and political force there into 2005.
In addition to mustard gas, Syria is known to be manufacturing nerve gas agents, and can pack CW agents into a wide variety of munitions, including ballistic missiles. Israeli intelligence analysts believe that Syria is actively seeking to manufacture VX agents, which are several magnitudes more powerful than other nerve agents. Syria's current CW stockpiles have been estimated at "several thousand aerial bombs, filled mostly with sarin," and between 50 to 100 ballistic missile warheads.

When Syria ‘warns’ Lebanon that a Syrian withdrawal from Lebanon ‘would lead to violence’… that is a THREAT. When Syria ‘warns’ that ‘passing the tribunal would lead to violence’ that is a THREAT. When Bashar ‘warns’ that his patron, Iran, has “the capacity to cause disturbances” that is a THREAT.
Syria possesses Scud-B and Scud-C ballistic missiles capable of being fitted with chemical warheads, and in 1999 it allegedly tested a Scud-B carrying a warhead designed to disperse VX. The quality of Syrian weaponization efforts is not clear from open-sources and it remains unclear how effective the use of Scud missiles would be against Israeli defenses. In addition to this long range capability Syria is believed to possess a significant tactical chemical weapons capability centered around artillery shells and rockets.

Syria had progressively intervened in the Lebanese civil war during 1976, finally providing the bulk of the 30,000-strong Arab Deterrent Force (ADF). Syria condemned the Egyptian President, Col Anwar Sadat, for Egypt´s peace initiative with Israel in November and December 1977, the Camp David agreements between Egypt and Israel, signed in September 1978, and the subsequent peace treaty concluded between them.
