Between 1946 and 1956, Syria had 20 different cabinets and drafted four separate constitutions. In 1948, Syria was involved in the Arab-Israeli War, intervening on the side of the Palestinians and attempting to prevent the establishment of Israel. The Syrian army was pressed out of most of the Israel area, but fortified their strongholds on the Golan Heights and managed to keep their old borders and some additional territory (this was converted into demilitarized zones under UN supervision, but then gradually seized by Israel in the inter-war years; the status of these territories have proved a stumbling-block for Syrian-Israeli negotiations). However, the economy was strained by the influx of more than 100,000 Palestinian refugees.

In Oct., 1973, the fourth Arab-Israeli War erupted; after initial Syrian advances in the Golan Heights, Israel gained the offensive and pushed into Syria a few miles beyond the Golan Heights region. Syria (like Israel) accepted the UN Security Council cease-fire resolution of Oct. 25, 1973, but fighting continued into 1974. In May, 1974, largely through the mediation of U.S. Secretary of State Henry Kissinger, Syria and Israel signed an agreement in Geneva that ended the fighting. Under the terms of the accord, Israel pulled back to the 1967 cease-fire line and ... returned the city of Qunaytirah (Kuneitra) to Syria; a buffer zone, patrolled by UN troops, was established in the Golan Heights.

In 1967, over 100,000 people, including Palestine refugees, fled from the Golan Heights to other parts of Syria when the area was occupied by Israel. A few thousand refugees fleeing war-torn Lebanon in 1982 ... took refuge in Syria.

The deal would encompass a full engagement of Syria with the international community. No Hamas, no Iran, no Hezbollah. The Syrians are fully aware they won’t get the Golan if they remain within the Iranian axis.
