Sweden is considered a pioneer in Holocaust education. In November 1997, the Swedish government introduced a large-scale educational program, called the Living History Project, to educate Swedes about anti-Semitism. For this project, a free book was distributed about the Holocaust to every household in Sweden and minority communities were given the book in their own language. A website devoted to the Holocaust was designed and Uppsala University opened an institute dedicated to the study of the Holocaust and other genocides. Uppsala University ... hosted an international conference on Holocaust education, in 1998. In January 2000 Sweden hosted an international gathering to promote awareness of the Holocaust, which was attended by heads of state from numerous countries throughout the world.

Sweden is divided into 18 counties (lan), 18 county councils (landsting), 290 municipalities (kommuner), and 2 semi-independent regions. Each county (lan) is headed by a governor, who is appointed by the central government. The counties coordinate administration with national political goals for the county. The county council (landsting) is a regional government that is popularly elected with particular responsibility for health and medical care. The municipalities are local governments that deal with issues such as education, public transportation and social welfare. Elected municipal councils are headed by executive committees roughly analogous to the boards of commissioners found in some U.S. cities.

Sweden is trying to forge a consensus to raise the EU's standards for the entire union. The commission is duty-bound to hold hearings on the directive, which outlaws all advertising within any children's television program running for 30 or fewer minutes. An informal meeting by the EU's culture ministers discussed the subject yesterday and they are expected to take it up again in Luxembourg in June.
