"Surat has come as a huge disappointment," conceded Gujarat State AIDS Control Society deputy director DM Saxena. Saxena is not blaming the migrants alone. He says the rise is a fallout of strict police action against sex workers which has led to prostitution going underground. "Our efforts at AIDS prevention have failed completely in Surat. In Ahmedabad, sex workers tie rakhis to policemen while in Surat they have dispersed under pressure. In such a situation, interface with sexworkers is a difficult task for anti-AIDS workers," Saxena explained.
